Joe Don Rooney Welcomes Daughter Raquel Blue

Guitarist Joe Don Rooney's wife Tiffany Fallon delivered their second child, daughter Raquel Blue Rooney, on Tuesday, Sept. 7, his rep confirms to PEOPLE.
